20世纪60年代末，随着综合实力的下降，尼克松政府将缓和美中关系作为应对苏联全球攻势的对策。恢复与发展对华贸易成为缓和美中关系的重要辅助举措。1972年尼克松访华后，虽然中美关系逐渐走向正常化，但由于两国尚未建交，两国政府间官方贸易交流与谈判无法开展。尼克松政府筹划与组建了非官方性质的美中贸易全国委员会。美中贸易全国委员会充分利用自身的民间贸易交流机构身份及其与美国官方的特殊关系，开展以对华贸易沟通与交流为目的“第二轨道外交”。通过1973年首次访华，美中贸易全国委员会与中国国际贸易促进委员会建立了直接对口关系，确立了两大机构的定期互访沟通机制，从而构筑了一条中美贸易的沟通渠道。这一沟通渠道在中美尚未建交的特殊历史背景下在很大程度上替代了官方贸易沟通渠道，在加深两国对彼此外贸政策法规以及市场需求的了解、加强贸易人员交流、交换贸易信息、化解两国官方难以介入的贸易纠纷方面发挥了重要的“桥梁”作用。
Abstract：The present paper, looking back at the history of The National Council for US-China Trade(NCUSCT),a private organization founded after President Nixon's 1972 visit to China, suggests that NCUSCT was an embodiment of the Track II diplomacy, and it, in collaboration with the China Council for the Promotion of International Trade, played quite an important role in promoting the trade between the two countries that had not yet established formal diplomatic relations.
(1)目前国内外学术界关于美中贸易全国委员会的专题研究较少。宋旻的博士论文考察了1969—1980年中美经贸关系的发展演变,其中部分章节简单梳理了1973—1977年美中贸易全国委员会与中国国际贸易促进委员会的两次互访经过。Song Min,“Economics Normalization:Sino-American Trade Relations from 1969 to 1980,” Ph.D.Dissertation,Athens:The University of Georgia,2009,pp.181-186,234-236.克里斯蒂安·塔利的《被遗忘的先锋:非正式外交与1972—1980年美中贸易的兴起》是目前国外唯一一部关于美中贸易全国委员会的专门著作。该书使用了部分福特图书馆解密档案并采访了相关当事人,但只注重简单叙事,整体上学术性并不强。作者认为美中贸易全国委员会在中美尚未建立外交关系的特殊时代背景下构建了非正式外交的渠道。然而,作者对于1973年美中贸易全国委员会访华期间中美具体交涉过程,及这一访问构建了中美贸易沟通渠道的具体表现与路径和推动中美贸易交流的作用等问题,并未深入分析。Christian Talley,Forgotten Vanguard:Informal Diplomacy and the Rise of United States-China Trade,1972-1980,University of Notre Dame Press,2018.丁夏阳以美中贸易全国委员会为线索,从中方的视角考察了1973—1976年美中贸易全国委员会与中国官方贸易机构的互动,进而得出20世纪70年代中方将对美贸易完全控制在民间范畴,受政治因素影响较小的结论。丁夏阳:《和解时期的中美贸易——以美中贸易全国委员会为核心考察(1973—1976)》,硕士学位论文,东北师范大学,2017年,第7—48页。除此之外,丁夏阳还从尼克松政府的“对华经济接触”外交政策视角考察了国家安全委员会与国务院围绕“对华经济接触”是否应当超越“示好”而转入正式贸易谈判的分歧与妥协。他认为美中贸易全国委员会成立与1973年该委员会首次访华是这一分歧与妥协的产物。丁夏阳:《尼克松政府对华“经济接触”政策与实践——以“美中贸易全国委员会1973年访华”为案例》,《历史教学问题》2021年第6期。邓峥云更加深入全面分析了20世纪70年代中美两国在经贸领域的交流与谈判,较为详细地梳理了美中贸易全国委员会成立,以及1973—1977年美中贸易全国委员会与中国国际贸易促进委员会两次互访经过。邓峥云:《七十年代中美经贸关系研究》,博士学位论文,中共中央党校,2016年,第60—88页。上述国内学者研究主要侧重于梳理1973—1977年美中全国贸易委员会成立,与中国国际贸易促进委员会的互访,以及双方围绕贸易问题的其他互动经过,而对考察美中贸易全国委员会与中美贸易沟通渠道建立之间的内在联系,特别是1973年美中贸易全国委员会访华与这一沟通渠道建立的内在联系,以及这条对华贸易特殊沟通渠道建立的原因、过程,及其在中美贸易官方渠道不能正常运转的特殊背景下所发挥的重要职能等重要问题,尚欠深入的分析。
